A Designated Outdoor Refreshment Area, commonly known as a DORA, is a defined geographic district where adults 21 and older are permitted to purchase alcoholic beverages from approved businesses and carry them outside to enjoy within the boundaries of the zone.

Participating in a DORA is straightforward, but there are a few important rules to know:
Business participation in a DORA is entirely voluntary. Establishments that choose to participate must hold the appropriate state alcohol permit and formally opt in by submitting the required designation forms to the municipality.
Participating businesses are responsible for following all existing state and local alcohol laws in addition to DORA-specific regulations. Temporary vendors may also operate within the zone, particularly during community events and festivals.
